rosidl_generator_ccurrently dependsrosidl_runtime_c(atest_dependinpackage.xml) even whenBUILD_TESTINGis disabled, causing the build to fail if thetest_depends are not available. This PR makes the dependency conditional onBUILD_TESTING.
